If you have gotten this far,
you already know that we are "Stagecoach GID". What you may not know
is what a GID is or what we do. The Nevada Legislator's revised statue 318 (NRS
318) contains thousands of words to describe a GID, what it can do, as well as
how it can do those things. The following is a much shortened description.
A GID is a political organization having purposes, powers, rights, privileges
and immunities (as prescribed by Nevada Law) to serve a community (District) to
promote the health, safety, prosperity, security and general welfare of the
inhabitants therein.
As to what we do, lets look at our mission statement.
If we told you that we are the "Water Department", you
would have a very good idea of what we do, but we are more than that,
potentially much more. Currently we are empowered to handle water and
wastewater, but we could get involved in other community services, even roads,
but additional areas of responsibility could only be done by resolution of the
County Commissioners. We are presently serving over 560 customers, and growing.
Stagecoach GID
serves Quality on Tap. Judged "Best Water in the State of Nevada" at
the NvRWA Conference in Sparks during March 2004. And again in 2006 for our
Churchill Ranchos site.
The professionals of Stagecoach GID were named Operator of the year in 1998 and
2005 and Manager of the year in 2001 and 2005.
Stagecoach GID was the first system to have a State endorsed Well Head
Protection Plan.
SGID has completed a pilot test with NCS to determine whether or not point of
use (POU) filters take the arsenic out of drinking water and it appears that
they do. Now it is up to the State of Nevada Health Dept. to decide if this is
a viable option for Arsenic treatment.
Now that you know what we are and what we do, lets look at the people involved.
First came the Board of Trustees, created by an ordinance passed May 10, 1984
by the Lyon County Commissioners. The five positions on the board are elective,
filled by the voters of Stagecoach. While the Board is responsible for policy
and direction, it is the four full time employees who run the GID and do all
the work.
STAFF AND BOARD INFORMATION
Lynne Arndell, Manager, was hired by the Board and began her employment with
the General Improvement District on February 7, 1985. She was initially hired
as assistant to the bookkeeper, which was an accounting firm in Carson City,
and was named manager a couple of years later. Lynne has a certificate in Small
Systems Operation and Maintenance and Hazardous Materials Awareness. Nevada
Rural Water Association named Lynne System Manager of the year in 2001.
Marlon Cook, Supervisor, was hired on August 11, 1988. Marlon has a certificate
in Small Systems Operation and Maintenance, Water Distribution System Operation
and Maintenance. He received his Grade II Certification in May of 1995. Prior
to that he had a provisional Grade II. The Nevada Rural Water Association named
Marlon Water System Operator of the year in 1998. That was the first time the
award was made.
Teri Hurt, Assistant Manager, was hired in December 2000. She has taken and
passed a Small Systems Operation and Maintenance course and also a Utility
Management course. In 2008 Teri took and passed a course in NIMS (National
Incident Management System). If there were an incident, Teri would be the
contact person for FEMA.
Joe Seng, Utility Worker, joined the District in April 2006 and is studying to
take the Certification Test I in March. Joe passed both his Certification I and
II. This is the first time in recent history that the District has had two
Grade II operators. Congratulations, Joe!
Charles E. Lawson left the Board effective December 31, 2008 due to the
term-limit law after serving on the Board for 25 years.
Four positions were open for election and 5 people filed for those positions.
Jaimee McCoy, Gloria Crockett and Mel Earls were elected to four-year terms
while Ed Tremper was elected to a two-year term.
Patrick McIntyre has two years left of his term.
At the January 2009 meeting Pat was elected as Chairman, Gloria was elected for
the Treasurer's position and Mel retained his Secretary position.
Pat McIntyre and Ed Tremper were re-elected in 2010 since there
were no challengers. At the meeting in January 2011 Pat was re-elected
Chairman, Ed was re-elected as Treasurer after taking over that position in
2010 from Gloria due to health problems and Mel retained his secretary
position.
